Goodyear is one of the few Valley cities that lists roofing repair on its published “needs a permit” list, and most of its homes sit inside master-planned communities with their own design rules. That makes a Goodyear repair as much about paperwork as about tile. Arizona Roofers is licensed with the Arizona Registrar of Contractors (ROC #356304 and ROC #356639) and works out of our Phoenix office. The full range of work we do in the city is on our Goodyear roofing company page. This one sticks to repairs.

Goodyear roofs: young city, aging underlayment
Goodyear was founded as a cotton farm town in 1917, but most of what you see today was built after 1990. The population went from about 6,000 in 1990 to about 95,000 in 2020. So the typical Goodyear repair is not a century-old roof. It is a 1990s or 2000s concrete tile roof where the materials under the tile have reached the end of their working life.
The underlayment clock
Concrete tile can last for decades. The underlayment under it, which does the real waterproofing, is commonly good for about 20 to 25 years in desert sun. The early PebbleCreek and Palm Valley homes, and the first phases of Estrella, are well into or past that range. A tile roof of that age can leak at a valley while every tile on it is intact.
Open ground and monsoon wind
The West Valley still has wide-open land between neighborhoods. Monsoon outflow winds and dust storms cross it with little to slow them down, and they target the same spots every time: ridge and hip tile, rake tile at gable ends, and shingle tabs along the edges. Monsoon season officially runs from June 15 to September 30.
Dust, debris and clogged valleys
Wind-blown dust and debris collect in valleys and behind roof-mounted equipment. Over a few seasons that buildup holds water against the underlayment and blocks the path water is meant to take off the roof. Clearing and checking valleys is part of every repair visit we make here.
Heat on the patio and casita roofs
Low-slope patio covers, casitas and additions are often roofed with roll roofing, foam or a coating rather than tile. Those surfaces take direct sun all day, and their coatings wear thin long before the main roof does.

Goodyear communities and what their roofs need
PebbleCreek
PebbleCreek opened in 1993 as an active adult community with golf, so its earliest roofs are now more than 30 years old. The PebbleCreek HOA’s Architectural Landscape Committee reviews roof work, including maintenance that keeps the current approved look. Its published guidelines allow replacement tile to be painted to blend with the existing tile, which helps on older homes where the original color is no longer made.
Palm Valley
Palm Valley covers about 9,000 acres north of Interstate 10 with a wide mix of home sizes. Expect tile roofs of several ages, from early phases nearing a full underlayment refresh to newer sections that mostly need wind and flashing repairs.
Estrella
Estrella is Goodyear’s largest community, about 20,000 acres south of the Gila River near the Estrella Mountains. Homes there sit on more open, varied terrain, so wind-lifted tile and debris damage show up alongside the usual underlayment wear.
Canyon Trails and south of I-10
Canyon Trails and the neighboring subdivisions south of the freeway are newer tract neighborhoods, largely roofed in concrete tile. Typical repairs are flashing at walls and chimneys, cracked tile from foot traffic or satellite installs, and the first section re-lays.
Repair options by roof type
| Roof type | Common Goodyear issue | What the repair involves |
|---|---|---|
| Concrete or clay tile | Brittle underlayment, wind-shifted ridge tile, cracked tile | Section lift-and-relay with new underlayment and flashing, matched tile, re-secured ridges |
| Asphalt shingle | Wind-torn tabs, exposed nails, cracked boots | Replace shingles and ridge caps, new boots, reseal penetrations |
| Foam or coated low-slope | Worn coating, blisters, ponding | Repair damaged foam, recoat; foam typically needs a recoat every 5 to 10 years |
| TPO and single-ply | Seam and flashing failures on commercial roofs | Weld or patch seams, reflash curbs and edges |
If you are curious why the layer under the tile matters so much, read underlayment for tile roofs. To keep a tile roof going longer between repairs, see concrete roof tile maintenance.
After a storm: what to do with a damaged Goodyear roof
- Stay off the roof. Wet tile is slick and broken tile can slide. Look from the ground and take photos.
- Protect the inside. Catch water, move furniture and electronics, and call us at (480) 463-3483.
- Let us inspect. We photograph the damage, put down a temporary cover if needed, and write up the repair.
- Talk to your insurer with the documentation in hand. We supply the photos and scope. Under A.R.S. § 32-1158.02 we cannot negotiate the claim for you.
Our guides on wind damage roof claims and tile roof insurance claims explain how insurers tend to view storm damage versus wear.
Repair, re-lay or replace
A single leak with a clear cause gets repaired. If the underlayment is failing on one slope and still flexible elsewhere, we re-lay that slope and tell you roughly how long the rest has. If it is brittle everywhere, the math usually favors a full roof replacement, since paying to lift the same tile twice gets expensive. We show you photos either way, and you choose.
Pricing a repair in Goodyear
Every price comes after the free inspection, in writing. The size of the area to be lifted, the condition of the decking, tile matching, HOA requirements and the permit all factor in. The roof replacement cost guide helps if you are weighing a larger job, and financing is available.
Goodyear roof permits and HOA approval
Per the City of Goodyear’s homeowner permit guidance, “roofing repair or replacement” is on the list of work that requires a permit, and the city reminds owners to check their HOA CC&Rs as well. The city does not publish a size threshold, so we confirm with the city on each job and pull the permit as part of our scope. See how Goodyear compares with other cities in our Arizona roof permit guide.
In PebbleCreek, the HOA’s published guidelines say Architectural Landscape Committee approval is required even for maintenance that keeps the approved appearance, and that requests are normally processed within seven working days. The guidelines also do not allow evaporative coolers on the roof. Palm Valley, Estrella and Canyon Trails have their own associations, and we work to whatever their design rules say. Our guide to HOA roof replacement in Arizona has more.

Goodyear roof repair: common questions
Does a roof repair in Goodyear need a city permit?
The City of Goodyear’s homeowner guidance lists roofing repair or replacement as work requiring a permit, without a published minimum size. We check with the city for your specific job and pull the permit as part of our work.
Do PebbleCreek homes need HOA approval for roof repairs?
According to PebbleCreek’s published guidelines, Architectural Landscape Committee approval is needed even for maintenance that keeps the approved look. Requests are normally processed within seven working days. We prepare the details the committee needs.
Can you match the tile on my 1990s Goodyear home?
Often, yes, through current production or salvaged tile. When the exact color is gone, painting replacement tile to blend is one option, and PebbleCreek’s guidelines specifically allow it. In other communities we check the HOA’s rules first.
Why is my tile roof leaking if the tiles look fine?
The underlayment beneath the tile is the waterproof layer, and in Goodyear’s heat it typically wears out after about 20 to 25 years. Many homes here were built in the 1990s and 2000s, so it is a common cause. A section lift-and-relay usually fixes it.
What should I do right after a dust storm damages my roof?
Stay off the roof, photograph what you can see from the ground, protect the inside of the house and call us. We inspect for free, cover the damage if needed and give you photos and a written repair scope.
Do you repair flat roofs and patio covers in Goodyear?
Yes. We repair foam, coated, roll-roofing and single-ply low-slope roofs on patio covers, casitas, additions and commercial buildings, including seams, ponding areas and worn coatings.
